Some of the best of the "new wave" rockers will appear Wednesday at the State Theater. Appearing will be the quirky Elvis Costello, the rock critic's hero of 1977; Mink DeVille, a talented but unpolished rhythm-and-blues band from New York, featuring charismatic Willy DeVille; and Nick Lowe, who has produced records by new wave stars Costello and Graham Parker and recently issued his own album, Pure Pop for Now People, which shows Lowe's flair for commercial pop with bite.
