This 22-year-old Englishman, who looks like a cross between Woody Allen and Buddy Holly, melds classic pop with classic rock and roll. And he does it with passion, personality and vision. There are no credits, save for producer Nick Lowe (of Graham Parker fame), but who needs them when you get 13 good songs. Not only is this the best debut of the year, but it's also one of the best albums of 1977.
