A year ago, Costello was a computer programmer in England. With this debut album, he proves himself to be one of the most articulate and interesting rock songwriters in years. Though he too has been typecast as part of England's New Wave, he's hardly a punk. His songs are melodic as well as rhythmically snappy, with a tender intensity reminiscent of the best of Buddy Holly. He sings about original sin ("I'm Not Angry"), the rise of neo-fascism in England ("Less Than Zero") and the doldrums of 9 to 5 ("Welcome to the Working Week"). It's all so sharply focused that you'd think this Elvis had been around for 20 years. One of the year's best.
