It's probably unfair to expect this second album by England's exciting new performer to be as much of a charge as the first one, but it just isn't. There are a couple of tunes that stand out: "Pump It Up," a metaphor about record business hype couched in sexual innuendo, "Lip Service" and "Lipstick Vogue," two of the best tunes in his show here in February, and "Radio, Radio," about how bad radio is. The pumping, Question Mark & the Mysterians-style organ is the best part of the music. The best part of the lyrics is trying to figure out what he's saying. (Why no lyric sheet?) Elvis attitude about gurls ("No Action," "You Belong to Me") makes the '60s Stones ("Stupid Girl," "Under My Thumb") seem enlightened by comparison. Costello's tunes should be better in performance: We'll find when he visits, also in June.
